Watchdog to probe leaking of reports on top cop Charl Kinnear’s death

CAPE TOWN - Top management of police watchdog the Independent Police Investigative Directorate (Ipid) has ordered the “urgent appointment of a forensic investigation firm” following the “porous” and continuous leaking of information.

This comes after the leaking of information regarding an investigation into SAPS members who allegedly failed to act on Directorate for Priority Crime Investigation (DPCI) reports.

Ipid had investigated complaints which showed “the possible criminal conduct of defeating or obstructing the course of justice involving the death of Lieutenant-Colonel (Charl) Kinnear”.

The report made recommendations for disciplinary action to be taken against a number of police officers.

Widow of the slain officer, Nicolette Kinnear, said that learning of the report through the media was “difficult” for the family.

“We have not had time to sit down together yet and process it all. I am meeting with Ipid on Thursday where my debrief will happen. I do have very hardcore questions for the organisation as well.

“We have been inundated with calls and messages from family who also received the information with the rest of the world and it has been emotionally draining,” she said.

According to Kinnear, they were not surprised by some of the report’s information that has been shared in the media.

“It is not a surprise but is the harsh reality of what has been happening. We are fed up by commissions (of inquiry) now. It is time for action and people must be held accountable.

“This is an organisation that my husband gave his life to, even while he was alive. We are beyond hurt by some of the names that have come up, but everyone who was responsible must be held accountable,” said Kinnear.

Ipid spokesperson Grace Langa said the directorate was “concerned” about the leaking of information of Ipid’s investigation “before the investigation could be finalised and before the affected family could be given the outcome”.

The directorate said in a statement yesterday: “It must, however, be noted that the investigation team has indicated in the investigation report that some of the senior members of SAPS did not provide their full co-operation during the investigation, which warrants further investigation. These further investigations are ongoing and all identified members will be taken through due process to ensure that the interest of justice is served.

“The directorate has noted with serious concern the continuous leakage of their investigation reports. The executive director has personally expressed regret and disappointment to the Kinnear family for the manner in which the investigation report into reasons that led to the murder of Lieutenant-Colonel Charl Kinnear was leaked and published in the media before Ipid could engage and provide a feedback to the affected family,” Ipid said.
